Maltas Integration Strategy and Action Plan 2025-2030: Fostering Cohesion, Inclusivity, and Opportunity

Malta has officially launched its Integration Strategy and Action Plan 2025-2030, marking an important milestone in the country’s ongoing effort to improve the social and economic integration of migrants. This marks the second iteration of Malta’s integration strategy, with the first plan running from 2018 to 2023. With a significant portion of its population now comprising foreign nationals—22.2% to be exact—Malta’s updated strategy seeks to build a more inclusive, cohesive society for both its migrant communities and the wider population.

The 2025-2030 Integration Strategy is not just a response to the changing demographics of the nation; it represents a forward-looking vision for the country's social fabric. Following a public consultation in June 2023, the strategy has been fine-tuned to meet the needs of an increasingly diverse population, while remaining adaptable to future challenges and opportunities.

A Comprehensive and Tailored Approach to Migrant Inclusion

The strategy casts a wide net, targeting all migrants in Malta—from third-country nationals to beneficiaries of international protection, and even future generations of migrants. It is designed with an understanding of the unique characteristics and experiences within these groups, considering factors such as gender, age, sexual orientation, physical ability, workforce participation, and family dynamics. This tailored approach ensures that no group is overlooked and that everyone has a chance to thrive in their new community.

At the heart of the plan lies the overarching aim: to create an inclusive society where diversity is celebrated, and every individual—regardless of background—has the opportunity to participate, contribute, and succeed.

Six Policy Goals for a More Integrated Malta

The strategy is organized around six core policy goals, each with specific objectives and actions designed to achieve long-term outcomes. These goals focus on enhancing legal and institutional support, improving migrant well-being, expanding integration programs, fostering inclusive communities, and promoting mutual understanding. Let’s take a closer look at each of these goals:

1. Stronger Legal and Institutional Support

To strengthen Malta's institutional framework for integration, the strategy calls for a comprehensive review of national laws related to migration and integration. Key measures include establishing an Integration Scientific Committee, formalizing Memorandums of Understanding (MoUs) between government agencies and NGOs, and ensuring integration-related costs are incorporated into national and EU funding frameworks. This will help create a more transparent and coordinated approach to integration.

2. Strengthening Integration-Related Government Services

A significant focus will be placed on enhancing government services, with an emphasis on improving data-sharing systems and consolidating migrant support services under a National Integration Support Centre (NISC). This will be a one-stop digital hub offering comprehensive services for migrants, helping them access housing, healthcare, education, and employment support more easily. This digitalized system will ensure that vital resources are always just a click away.

3. Expanded Integration Programmes

A key initiative within the new plan is the expansion of the “I Belong” program, which will undergo restructuring to include multiple stages of integration, with greater flexibility in delivery methods and accessible payment options. Additionally, pre-departure integration measures will be introduced, ensuring that migrants have a clear understanding of their rights, duties, and cultural norms before they even set foot in Malta.

4. Improved Well-Being for Migrants

The strategy emphasizes the importance of enhancing migrants' living conditions through better documentation processes, improved housing regulations, greater healthcare access, and more fair employment measures. This also includes strengthening the enforcement of existing legislation to ensure the proper application of these measures, improving the overall well-being of migrants and helping them build a more secure and fulfilling life in Malta.

5. Inclusive Communities and Local Councils

A strong sense of community is vital for successful integration. As part of the strategy, local councils will be empowered to play a central role in fostering inclusivity. By supporting migrant-led initiatives and promoting socio-cultural engagement through the I Belong program, the government aims to cultivate stronger bonds between local communities and migrant populations. Additionally, community participation, social dialogue, and outreach services will be integral components of this effort, ensuring that everyone has a voice and a platform to contribute to Malta's social landscape.

6. Promoting Mutual Understanding

To foster social cohesion, a national communication strategy will be rolled out to raise awareness about integration-related topics. This will include improved media representation, accessible communication channels, and regular monitoring to ensure the effectiveness of these efforts. By promoting mutual understanding and empathy across different communities, the strategy seeks to break down barriers and combat discrimination, creating a more inclusive and harmonious society.

Ongoing Research and Adaptability

The 2025-2030 Integration Strategy is not set in stone but will evolve over time through continuous research and feedback. Annual studies and regular assessments will be conducted to monitor progress and adapt the plan as necessary, ensuring it remains responsive to the challenges faced by migrants and the wider community.
